The foster parents in Bulgaria take care mainly for children in school age. Nearly 40% of children in foster families are aged 6 to 14, 30% are babies and toddlers under 3 years, only 10% are teenagers, and 20% are in pre-school age. Almost 2 300 children are placed in foster families, according to data from the Social Assistance Agency at the end of March 2017. Less than 0.5% are the unaccompanied refugee children (0.13%), placed in foster care, and the children victims of trafficking – 0.09%. The children with disabilities are 8.6% of all foster children, according to the estimates. Children in foster families with a leading risk at the time of placement as victims of violence (physical, mental, sexual, exploitation of child labor, including begging), are 3.7% of the total number of children under foster care in the country.
According to data of the Regional Social Assistance Directorates for the first quarter the number of approved and registered foster families as of March 31, 2017 is 2 540, the professional families being 98.7% and the voluntary ones - 1.3% of the total number. In 627 foster families there are no children (602 professional and 25 voluntary), or 24.7% of the total number of foster families in the country. Blagoevgrad, Bourgas, Veliko Tarnovo, Vratsa, Gabrovo, Dobrich, Kardzhali, Kyustendil, Lovech, Pazardjik, Silistra, Sliven, Stara Zagora, Targovishte and Yambol have been reported by the regional social services as the cities with above the average for the country rate of vacant foster families.
8% of the foster families in Bulgaria are governed by the social services, and 92% - by the regional foster care teams. Altogether, they are caring for nearly 2 300 children, according to data of the Social Assistance Agency as of end of March 2017.
